Law, Governance & Technology: A Practice-Informed Research Journey

His work sits at the intersection of legal practice, public institutions, and technology — an integrated trajectory rather than a single destination. Training in constitutional law and international investment arbitration, a decade inside Bolivian public institutions, and a role in civil society have each fed directly into a research practice now centered on governance, technology, and democratic accountability.

An early interest in the tension between state authority and individual rights led him to pursue advanced legal training: an M.Sc. in Constitutional Law in Bolivia and an LL.M. in Investment Treaty Arbitration from Uppsala University in Sweden. That academic grounding — spanning Bolivian constitutional doctrine and international investment law — remains the throughline connecting his earliest research to his current work on information governance and institutional accountability.

This training translated directly into practice: a decade as a legal advisor within Bolivian public institutions, including a role as Legal Coordinator at the state gas enterprise YPFB, an immersive education in the mechanics of regulatory governance, public policy, and state-corporate power in the extractive sector.

Alongside this public-institutional practice, he maintained a parallel commitment to civil society. As a board member at Fundación Kaa Iya, a Bolivian foundation working on conservation and community rights in the Gran Chaco, he contributed to strategy for conservation and the defense of community rights, from April 2024 to September 2025 — one strand of a broader practice, not its endpoint.

Taken together, this practice across public institutions, international legal training, and civil society is what grounds his current research — an integrated inquiry into law, governance, technology, and the accountability of democratic institutions in an increasingly digital public sphere, carried out alongside his continuing work on transnational law and socio-environmental rights.
