I am a Bolivian lawyer, researcher, and public policy specialist, examining the critical tensions between state power, transnational law, and socio-environmental rights in Latin America. My work is defined by a unique dual perspective, cultivated over a decade advising on policy from within the Bolivian state and now shaping strategy on the front lines of transnational civil society advocacy.
2019 Seminar on Public Administration in Latin America, hosted in Beijing, China. This program deepened my understanding of transnational governance and policy challenges.
I hold an LL.M. in Investment Treaty Arbitration from Uppsala University and an M.Sc. in Constitutional Law from Universidad Andina Simón Bolivar, grounding my work in a strong theoretical and legal foundation.
My unique professional journey as both a state legal advisor and a civil society strategist gives me a 360-degree understanding of socio-environmental conflicts.
I have over a decade of high-level experience, from shaping policy within Bolivia's state gas enterprise to guiding transnational advocacy for a leading environmental foundation.
Celebrating the successful conclusion of a major gas project in May 2023 with the team at Yacimientos Petrolíferos Fiscales Bolivianos (YPFB). As the Legal Coordinator for this initiative, I was responsible for navigating the complex regulatory and contractual landscape, an experience that provided deep insight into state-corporate dynamics.
My work concentrates on the critical intersection of law, governance, and rights. I leverage a unique dual perspective—from within the state and from the front lines of civil society—to conduct rigorous academic research, perform in-depth public policy analysis of the extractive sector, and contribute to transnational advocacy for socio-environmental justice in Latin America.
My approach to research and policy analysis is guided by the following principles:
I ground my analysis in rigorous, empirical data to ensure my conclusions are robust and credible.
I believe the best solutions emerge from engaging with diverse stakeholders across public, private, and civil society sectors.
My goal is to produce scholarship that is not just academically sound but also provides actionable insights for real-world policy and advocacy.
My research is fundamentally shaped by my perspective as a Bolivian scholar, offering a grounded and nuanced understanding of regional dynamics.
